APTMA Urges Government to Secure Preferential U.S. Market Access for Pakistan’s Textiles

The All Pakistan Textile Mills Association (APTMA) has called on the government to immediately initiate negotiations with the United States to secure preferential market access for Pakistan’s textile exports. APTMA highlighted recent trade developments that threaten Pakistan’s export competitiveness.

The association pointed out that major competitors, including India, Bangladesh, and the European Union, have gained improved access to international markets through new trade agreements. India has secured an 18% tariff arrangement with the U.S., while Pakistan continues to face tariffs of around 19%. Bangladesh has obtained zero-tariff access for apparel and garments made from American cotton, and the EU and India have finalized a Free Trade Agreement (FTA).

APTMA warned that these developments pose an immediate threat to Pakistan’s textile and apparel sector, which is already under pressure due to high energy and raw material costs, the highest interest rates in the region, heavy taxation, and an overall challenging business environment. The association stressed that the improved market access and lower production costs enjoyed by competitor countries could further erode Pakistan’s export share in its largest market United States.

To address the issue, APTMA proposed that the Ministry of Commerce seek tariff concessions from the U.S. for Pakistani textile and apparel exports made from American cotton, in exchange for increased imports of U.S. cotton into Pakistan. The association has also communicated this proposal to the U.S. Embassy, urging preferential market access for local manufacturers.
