Khyber Pakhtunkhwa Wheat Release Policy 2026

The Food Department of Khyber Pakhtunkhwa, under Notification No. SOF/FOOD/2-1/79 and in compliance with the provincial cabinet decision dated January 20, 2026, has implemented measures to stabilize the wheat market and ensure uninterrupted supply to the general public. Acting under the powers granted by the Pakistan Foodstuffs (Control) Act 1958 (West Pakistan Act No. XX 1958), the department will release 136,000 metric tons of wheat, representing 50% of the total available stock. Out of this total, 61,811 metric tons will be released from local PASSCO stocks, while 74,189 metric tons will come from provincial reserves.

The Food Department will release wheat to approved flour mills following the FIFO (First In, First Out) principle, ensuring that older stocks are released first. The release price of wheat is set at PKR 10,414 per 100 kg, including packaging (bardana/bags), and mills will receive wheat in 20 kg retail packs at approved rates.

All flour bags must adhere to the government-specified specifications, including a green stripe with the official monogram, the approved retail price, and a yellow quality mark. The bags must clearly display the following details:

  • Government of Khyber Pakhtunkhwa
  • Approved Price: PKR 2,220
  • Weight: 20 kg
  • Date of Packing
  • Expiry Date
  • Mill Name
  • Mill Address

To ensure operational compliance, all mills receiving wheat must submit daily reports detailing the amount of wheat received, ground, and prepared. Mills that fail to comply will face penalties and will be ineligible for future government wheat allocations.

Approved flour mills must also maintain the wheat extraction ratio according to policy, which is 70% flour, 18% fine, and 12% bran.

Finally, daily wheat allocation will be calculated based on the population of each district, ensuring equitable distribution and stability across the province.
